Here’s what’s going on in Portrait Hill
Pool Season Reminders: Help Us Keep Our Amenities Beautiful
As we continue to enjoy pool season, we’d like to remind all residents of a few important guidelines that help keep our pool area safe, clean, and enjoyable for everyone.
Pool Supervision
For the safety of all residents, children under the age of 16 must be accompanied by an adult at all times while at the pool and pool facilities. Parents and guardians are responsible for supervising children in their care and ensuring all pool rules are followed.
Pool Furniture
Our pool furniture is provided for the enjoyment of all residents. Please help us keep it in great condition by:
- Returning chairs, tables, and loungers to their proper locations before leaving.
- Not placing pool furniture inside the pool.
- Reporting any damaged or broken furniture to the HOA Board as soon as possible so repairs can be addressed promptly.
Umbrellas
For safety reasons, all umbrellas must be closed before leaving the pool area, especially during windy conditions. Open umbrellas can easily become damaged or create safety hazards. Please make sure you close them before you leave, even if the day it’s not over, close them and the person that comes after you to use it can open it again.
No Glass Containers
For the safety of all residents, glass containers are strictly prohibited in the pool and cabana areas. Broken glass can create dangerous conditions and may require the pool to be closed for cleaning.
Keep Our Facilities Clean
Please help maintain a pleasant environment for everyone by:
- Disposing of all trash in the provided receptacles.
- Cleaning up after yourself and your guests.
- Leaving the pool bathrooms clean and tidy after use.
- Reporting any maintenance concerns to the HOA Board.

Walking Trails & Pet Courtesy
Our walking trails are a wonderful community amenity for everyone to enjoy. To help keep them safe and enjoyable for all residents:
- All pets must be kept on a leash at all times while on community property and walking trails.
- Pets are not permitted to roam freely or be off-leash in common areas.
- Pet owners are responsible for immediately picking up after their pets and properly disposing of waste.
- Please be courteous to your neighbors and fellow trail users by maintaining control of your pets at all times.
Keeping our trails clean and safe helps ensure a pleasant experience for everyone in our community.
Tree Trimming Reminder for Residents
As we head into the growing season, we kindly ask all residents to check the trees around their property and trim any branches that may be hanging over sidewalks or streets.
For safety and accessibility, please ensure the following clearances are maintained:
- Sidewalks: Tree branches should be trimmed to allow at least 6 feet of clearance so pedestrians, strollers, and children can walk safely.
- Streets: Branches extending over the road should maintain at least 8 feet of clearance for vehicles and service trucks.
Regular tree trimming helps:
- ✅ Prevent HOA violations
- ✅ Keep sidewalks clear and safe for walkers, kids, and strollers
- ✅ Keep streets free of low-hanging limbs for cars, delivery trucks, and emergency vehicles
- ✅ Maintain a clean, well-kept look throughout the neighborhood

Landscape Maintenance & Weed Control Reminder
With the growing season in full swing, we’d like to remind all homeowners to help keep our community looking its best by maintaining their lawns and landscaping.
Please remember to:
- Mow your lawn regularly.
- Keep weeds under control in both your yard and landscape beds.
- Trim shrubs, bushes, and trees as needed.
- Remove dead plants, branches, and yard debris.
- Keep sidewalks, driveways, and flower beds neat and well-maintained.
Regular landscape maintenance helps protect property values and keeps our neighborhood beautiful for everyone to enjoy.
As part of our routine community inspections, homes with overgrown lawns, excessive weeds, or neglected landscaping may receive a violation notice if maintenance issues are not addressed.
We understand that lawn maintenance can be time-consuming. If you need help or resources, reach out to board@portraithillsc.com. Community volunteers are available to assist residents in bringing their yards into compliance, and the Board is willing to work with residents to allow reasonable time for upkeep.
Architectural Requests
As a reminder, any exterior modification requires residents to submit an application for approval by the architectural review board. Exceptions include refreshing what is already in place (e.g., replacing mulch with the same color, replacing dead plants/shrubs with the same type, repainting siding with the same color, etc.). Applications should be submitted to architectural@mjsmgt.com.
Parking Reminders
- If you plan to park at the clubhouse when there is no scheduled event, please email board@portraithillsc.com with the vehicle details and duration to avoid towing.
- Overnight street parking is not permitted.
- Parking in Green areas around the neighborhood is not permitted.
- RVs/Campers may not be parked on driveways for extended periods. For stays longer than 72 hours, email board@portraithillsc.com for approval.
- For more details, refer to the community CC&Rs under the Documents & Forms tab on the website.
- 🚫 No Parking in Green Spaces – Vehicles parked in green spaces will be towed at the expense of the responsible resident.
Inoperative and Unlicensed Vehicles:
No inoperative or unlicensed vehicles may be parked on a lot except in a garage. The Association may tow or otherwise remove any vehicle or passenger vehicle parked in violation of this Regulation after notice to the Lot Owner of the violation, immediately in cases of a hazard or an emergency or upon the continued violation by that Lot Owner or the Lot Owner’s guest, after the initial notice is provided to that Lot Owner.
Golf Cart & Recreational Vehicle Safety Reminder
The safety of our residents is a top priority. We would like to remind everyone that children who are not legally licensed drivers are not permitted to operate golf carts within the community.
In addition, the operation of dirt bikes, ATVs, mini bikes, go-karts, and similar recreational motorized vehicles is prohibited on neighborhood streets, common areas, sidewalks, walking trails, and HOA property.
Parents and guardians are asked to help ensure that all motorized vehicles are operated safely and in accordance with community rules.
Residents observed operating prohibited vehicles or allowing unauthorized drivers to operate golf carts may receive a violation notice.
Highlights for golf carts in SC; Before you or someone you know takes a golf cart for a drive, be sure to follow the checklist below:
· The golf cart must be insured, permitted, and registered with SCDMV using the following link, http://scdmvonline.com/Vehicle-Owners/Types-Of-Vehicles/Golf-Cart.
· The golf cart must remain within 4 miles of your home, where it is legal to drive.
· The golf cart may be operated on roads with posted speeds of 35 mph or less.
· The golf cart may be operated during daylight hours only.
· The driver must be at least 16 years old with a valid driver’s license.
Friendly Neighborhood Courtesy
- 🐾 Clean up after your pets to help keep our community beautiful.
- 🚗 Observe the speed limit for the safety of children, pets, and pedestrians.
- 🗑️ Bring in trash and recycling bins promptly after pickup on Tuesdays. If your trash can is not big enough for your trash, please contact the county so can get a second
