The bylaws are documents that govern our association and dictate how it should run. 

Provisions found in the bylaws include:

  • Frequency of meetings and elections
  • Meeting requirements and election procedures
  • Board member terms, duties, and responsibilities
  • Membership voting rights

As a member of the association, we highly encourage you to download the PDF and understand how our association is governed. It is critical to understand your right as a member and the authority the board of directors is given.

Declaration of Covenants, Conditions, Restrictions, Easements, Charges and Liens

The Declaration of Covenants, Conditions, Restrictions (also referred to as “The Declaration”) is the legal document that lays out the guidelines for the community.

The Covenants, Conditions, and Restrictions (also known and will hereby be referred to as the CC&R’s) are in essence the rules of the community. They detail the association’s obligations and responsibilities, as well as restrictions for each homeowner’s property and use of common areas. Rules found in the CC&Rs include:

  • Deed restrictions
  • Property restrictions such as architectural, vehicular, etc.
  • Members and the association’s property maintenance obligations
  • Rule enforcement procedures and penalties


We encourage you to read through these to understand your rights and responsibilities as a homeowner and the rules you are obligated to adhere to.

Regulations

Similar to the CC&R’s, this document highlights the specific Regulations that must be followed to ensure that the community exists in a harmonious manner.

Architectural Review Application

Do you want to put in a fence, paint your front door, add a pool, shed or screened-in porch to your back yard? 

This is the form for you! The Board of Directors supports and encourages homeowners making improvements to their property. However, all homeowners are required to submit an Architectural Review Application and receive written approval in the mail via an Architectural Decision Letter, before making improvements to their property

Please note that, per The Declaration, construction of anything not approved in writing by the Architectural Review Board is a violation of the rules of the Portrait Hill Homeowners Association (HOA),and can subject the homeowner in violation to fines from the HOA, in addition to removal of the unauthorized structure at the HOA’s discretion. 

The Architectural Review Process is used to ensure that all improvements to properties are done within the HOA’s Architectural Guidelines, which protects and enhances property value for everyone.

Clubhouse Reservation

Portrait Hill offers a clubhouse at 1033 Portrait Hill Drive, Chapin, SC 29036 for homeowners to reserve.   

This document lays out the rules for using and reserving the clubhouse for your next event.

Maintenance Request

See something wrong at the pool, clubhouse or common area landscaping?  

Please use this form to submit a maintenance request to the board to make sure the issue is resolved or corrected.

Violation Report

You are encouraged to talk to your neighbor and try to resolve an issue prior to submitting a Violation Form.  However, the need to submit a violation report is sometimes inevitable.

Please be aware that violation reporting is anonymous and the HOA does not know the name of the person submitting the report.  MJS removes their name before sending the Violation Form to the Board.
