Portrait Hill

We want to take a moment to address an ongoing issue affecting our community.

Over the past several months, parents who do not live in Portrait Hill have been using our private pool and clubhouse parking lot as a pickup location after school. What may have started as occasional use has grown into a consistent and overwhelming situation. At times, the number of non-resident vehicles has exceeded those of our own residents.

This creates real concerns:

• Safety risks for our children and residents

• Traffic congestion on private property

• Limited parking access for homeowners

• Liability concerns for the HOA

Please remember: our pool and clubhouse parking lot are private amenities reserved exclusively for Portrait Hill residents and their guests.


What the Board Is Doing

Your HOA Board is actively taking steps to protect our neighborhood:

  1. Resident Pickup Tags Purchased – We have purchased vehicle tags that will be distributed to Portrait Hill residents who pick up their children after school. These tags will help clearly identify authorized vehicles and make it easier to distinguish residents from non-residents. We will be announcing soon when the distribution of these will be.
  2. Increased Monitoring – We are monitoring activity during peak pickup times.
  3. Communication with School & Authorities – We have reached out to appropriate school officials and local authorities to make them aware of the issue and request support.
  4. Posted Signage – Additional signage might be installed indicating that the lot is private property and unauthorized vehicles may be subject to towing.
  5. Exploring Enforcement Options – We are reviewing additional enforcement measures to ensure compliance moving forward.

Our goal is simple: restore safety, order, and appropriate use of our private amenities.


How You Can Help

• If you are a resident who picks up your child, please obtain and display your assigned pickup tag.

• If you observe unsafe behavior, contact local authorities rather than engaging directly.

• Continue reporting concerns to the Board so we can properly document ongoing activity.

We understand this situation has been frustrating. Please know that your Board is committed to protecting Portrait Hill and ensuring our amenities remain safe and accessible for residents.
